PROCEDURE FOR REGISTRATION

All clients of land development, local or foreign, government or private, international organizations, owners or sponsors, as the case may be, and where the project involves or requires town planning profession as defined by the Urban Planning Act No.8 of 2007 and the Land Use Planning Act No. 6. of 2007 shall ensure that the project is undertaken by Registered Town Planners or Registered Town Planning Firms prior to the commencement of the project.

Any task involving fostering, cooperation and coordination of all agencies and stakeholders dealing with the land development projects shall ensure that those carrying out such duties are town planners registered by this Board prior to commencement of the project as required by the Town Planners Registration Act No. 7 of 2007. Contravention of this shall cause institution of legal actions against the defaulting organ, or authority.

The Town Planners Registration Board has the following 4 groups of clients for registration:

  • a)individual town planners
  • b)foreign town planners
  • c)local firms
  • d)foreign firms

INDIVIDUAL REGISTRATION (CITIZEN)

A person shall be eligible for registration as a town planner on making an application to the Board in the prescribed manner and upon payment of the prescribed fees if he satisfies the Board that; (a) posses at least a first degree in a relevant discipline or its equivalent from a recognized university or institution of higher learning, (b) has had not less than 4 years practical experience as a town planner, (c) he has the necessary experience prescribed by the Board in town planning, and (d) has a minimum technical qualifications and skills as prescribed by the Board (e) his professional and general conduct has been such as, in the opinion of the Board fit and proper person to be registered.

The Board may refuse application for registration of a town planner if in its opinion, that applicant does not meet conditions stipulated in the Act.

NON-CITIZEN REGISTRATION

A foreign town planner who wishes to be registered under the Act shall satisfy the Board that- (a) he is not a citizen of Tanzania; (b) he intends to be present in Tanzania in the capacity of qualified town planner for the express purpose of carrying out specific assignment for which he has been engaged; (c) he is, or immediately prior to entering Tanzania was, practicing as a town planner in the capacity which satisfy the Board of his ability to serve the public as a qualified town planner (d) he is a person soliciting for resident and work permit to allow him practice as a town planner on specific projects or assignment; (e) he has deposited an affidavit with the Board to the effect that, once the assignment is completed or the investment has been wound up, then he shall cease to practice as a town planners

LOCAL FIRM REGISTRATION

A firm shall be considered for registration as a town planning firm if it has the following qualifications:- (a) Two Fully Registered Town Planners, one of whom is a director and holds majority shares or; two Fully Registered Town Planners which holds fifty percent shares, (b) Certified registration certificates, (c) Certificate of Incorporation issued by a relevant authority, (d) Tax payers Identification Number (TIN) issued by a relevant authority, (e) The main objects of the firm shall be to undertake town planning works, (f) Proof of having a practicing office, (g) One current photograph for the directors, (h) Payment of prescribed registration and annual subscription fees,

FOREIGN FIRM REGISTRATION

A foreign firm shall be considered for temporary registration if it has the following qualifications:- (a) Submit a proof of being engaged to perform specific town planning assignment in Tanzania, (b) Submit a proof of his registration in his country of origin or domicile prior coming to Tanzania, (c) Tax payers Identification Number (TIN) issued by a relevant authority (d) Work permit from a relevant authority, (e) Submit a proof of involving a local registered town planning firm, (f) Deposit an affidavit with the Board to the effect that once the assignment is completed the registration will cease, (g) Payment of prescribed registration and annual subscription fees.
